The client has a list of words like what I have listed here at the bottom of their webpage. We have like 50 pages like this. There are not even links. I know it's wrong to do, but how bad is this?

Yes, this is so outdated and was addressed many Google updates ago. Write for humans, not for search engines. That ranks better than keyword stuffing.

Keyword Stuffing may cause Google Bot to think your site is Spam Site. So, you have to be creative on how to place your keywords throughout your website without sounding spammy.
